In a move signaling continued commitment to empowering small businesses within the defense industry, Mr. James R. Mismash has been appointed Director of the Office of Small Business Programs at the Department of War, effective November 3, 2025. The appointment places Mismash, previously Special Assistant to the Assistant Secretary of War for Industrial Base Policy, at the forefront of efforts to strengthen the vital role small businesses play in national security.
The appointment of Mismash, a driven and knowledgeable figure with a deep understanding of both policy and industry, is seen as a significant step as 70 percent of the defense industrial base is made up of small businesses. He will advise top officials, including the Secretary of War, on how to best leverage the innovation, agility, and specialized skills that small businesses offer.
“James brings the experience and drive needed to help us unlock the full potential of small businesses across the defense industrial base," said Assistant Secretary of War for Industrial Base Policy Mike Cadenazzi, underscoring the importance of the new director’s role. “His grounding in the operational and industry dynamics that shape today's defense ecosystem positions him well to lead our small-business efforts, strengthen our outreach, and ensure our warfighters benefit from the innovation and speed that small firms provide.”
The Office of Small Business Programs focuses on expanding opportunities for new entrants, non-traditional companies, and small businesses across the country. Mismash arrives with a resume tailor-made for the challenges ahead. His experience spans a wide range of critical areas, including defense policy, acquisition reform, and industrial base development. He's been a key player in shaping acquisition and innovation policy across the national security landscape, providing a unique perspective on how investment decisions and contracting strategies directly impact the capabilities available to American warfighters.
Prior to his role at the Department of War, Mismash honed his expertise while working in Congress, where he helped develop policies to stimulate cutting-edge defense technologies, foster greater competition, and modernize essential procurement authorities. He further refined his practical understanding of acquisition at the Space Development Agency, where he designed strategies to accelerate the development and deployment of next-generation military satellite technologies.
Mismash’s academic background also reflects his dedication to the field. He graduated from the University of Texas with a bachelor’s degree in government and history, specializing in World War II and defense policy, a foundation that has undoubtedly shaped his perspective on the importance of a robust and innovative defense industrial base.
Beyond his professional responsibilities, Mismash is also committed to serving his community. He sits on the boards of the Texas State Society of Washington, D.C., and the Live Like Johnny Foundation, demonstrating a passion for service that extends beyond the walls of the Department of War.
