Dr. Marvin Carroll Receives Lifetime Achievement Award from MPP Program

Last week at the DoW Mentor-Protégé Program Summit, we had the privilege of celebrating an extraordinary leader, mentor, and trailblazer.

Dr. Marvin Carroll, founder and CEO of Tec-Masters, Inc., received a Lifetime Achievement Award from the DoW Mentor-Protégé Program, honoring decades of impact across the defense industrial base. After retiring from the U.S. Army Missile Command, he founded Tec-Masters with a clear purpose: not just to build a company, but to create lasting opportunities for small businesses through strong partnerships.

Under his leadership, Tec-Masters has earned 10 Nunn-Perry Awards, the Department’s highest recognition for excellence in mentor-protégé partnerships. This is a record that stands in a league of its own, reaching heights no other organization has come close to.

Dr. Carroll's influence extends even beyond Earth. “The MaRVin,” a microgravity research platform named in his honor, is currently aboard the International Space Station.

His legacy also goes beyond innovation. It’s reflected in the opportunities he created and in the people he helped along the way, many of whom are making a difference every day.
